Illegal Acts By Howrah Municipal Corporation

Howrah Municipal Corporation is One of the renowned Govt. sector in West Bengal. The citizens of the  Howrah can never thought of their solutions without any Harassment or giving the bribe to the employer of this Sector at all. My very nearest one is also in the problem created by this  Organization and his life has become a mess. This is not the case of his own problem only, but many citizens are suffering. Here I am one of the true event. You can easily understand how they are creating problems to the common people and controlling their lives also. With this consequence I'll also show you about our Jurisdiction system.
This accident actually starts from the Bill date 17.08.2001 when Howrah Municipal Corporation  ( HMC ) sent the tax bill with annual value of Rs. 1138 with quarterly Rs. 67. Where the previous tax bill upto  which the TAX was paid to the annual valuation of Rs. 214 with quarterly Rs.7. to the owner Kripamoyee Dasi. residing at 15/1, Nabin Mukherjee Lane at Shibpur Howrah-2.





























But here You can say What a low Tax is this ! and The owner can't carry such a low Tax in this days ??? And wasting our Valuable Time for that reason ?
Then my First answer to the Question is that-  THIS TAX IS FOR THE GROUND FLOORED HOUSE ON 24 CHHATAK LAND ONLY.  MANY OF OUR NEIGHBOURS PAY LESS TAX EVEN THOUGH THEY  HAVE A 2ND FLOOR BUILDING WITH MOZAIK OR MARBEL ON THE FLOOR.
And my 2nd Answer is DON'T STOP READING HERE. THE MATTER IS NOT SO SIMPLE. READ FORWARD AND SEE HOW THEY ARE DEVASTATING THE LIVES OF NORMAL PEOPLE.
Let's enter the real problem. Owner Kripamoyee Dasi divided her property of 24 chhatak with a SETTLEMENT DEED no. 979-2F-485-492-1984 on 4th May 1984 to his 2 sons before she died on 10 th March 1989 :
1. SANKAR NATH DAW
2. GOPI NATH DAW.

Notice By H.M.C. For increasing Tax
After the deed settlement, Gopi Nath Daw did not separate and living jointly under the Guardianship of his elder brother Sankar Nath Daw. As a proof, when Howrah Municipal Corporation sent them a notice on 03.05.1991 for increasing annual valuation of Rs. 2138 from the date 01.04.1984, they (Sankar Nath Daw & Gopi Nath Daw ) jointly gave an OBJECTION on 10.05.1991. And for this, they were called for a Hearing on 26.07.1991 in the notice of 19.07.1991 by the HMC itself.

Objection Letter
After attending the Hearing, the Qtrly tax and Annual Valuation was the same as Rs.214 of annual valuation and they have paid taxes upto the 2nd Qtr. of  1999 without any objection. Then Suddenly the tax bill with annual value of Rs. 1138 with quarterly Rs. 67 came on Bill date 17.08.2001. Sankar Nath Daw thought that there is any wrong in the calculation of TAX. And apply for solving the problem. But they didn't do anything for solving the problem. Sankar Nath Daw went many times to the HMC but it was fruitless.On 05.09.2002, anotherTAX bill came with a Supplimentary bill of Rs. 7992. Then he again went to the Howrah Municipal Corporation and he was told that Gopi Nath Daw has already mutated his portion.   And Gopi Nath Daw was given a new address of 15/1/1, Nabin Mukherjee Lane.

Here the Questions Arise :
1. How did Howrah Municipal Corporation gave Mutation without informing Sankar Nath Daw when they were living jointly till the year 2000 and all the property was not divided lawfully?
2. By the HMC's rule, no Mutation is possible if the TAX wasn't clear. Then where from the Supplimentary Bill of Rs. 7992 came ?(Please Click Here to see the rule)
Rule of  Corporation

*N.B.: Sankar Nath Daw and Gopi Nath Daw both have objection on the tax notification of Rs. 2138 per annum. If Gopi Nath Daw withdrew his objection on the TAX, then Sankar Nath Daw has not withdraw his objection till today.
3. Why did Howrah Municipal Corporation gave mutation to Gopi Nath Daw only and sent the supplimentary bill to the name of the already dead Owner Kripamoyee Dasi  in the address of 15/1, Nabin Mukherjee Lane only ? Who will pay the bill ? (*Though there is no question to pay the bill. As Sankar Nath Daw has previous objection against the Bill and after hearing Corporation has agreed his application. It seems that Corporation has lost their documents. )
Supplimentary Bill

The above Documents clearly prove that The whole things Corporation have done Taking Bribe. The above Documents also prove that the Mutation Corpotration has given ILLEGAL. And HMC should be fined for this for this Illegal Mutation. Neither Howrah Municipal Corporation nor Gopi Nath Daw informed Sankar Nath Daw about this Mutation.
